Local Government
The various functions of local government in England are carried out by different levels of organisation. In Essex the town and parish councils are the first tier of local government - the "grass roots" level of local democracy - and they play a significant rôle in the local community. Loughton Town Council’s patch falls within the area administered by Epping Forest District Council, which in turn falls within the area administered by Essex County Council. All these organisations have different responsibilities. Although all are part of the local government system and enjoy close working relationships, each organisation is an independent and autonomous statutory authority in its own right.

Functions and Responsibilities
The duties of the Town Council - the functions which it must carry out - are limited, but its powers - the areas where it has discretion to act if it chooses - are wide.
As well as taking direct action in a number of areas, the Council responds to many consultation papers from numerous other organisations, and also lobbies other bodies on matters of importance to local residents and businesses. In addition, councillors are appointed to represent the Council on many other local groups, schools etc.
Since its inception, the Town Council has assumed responsibility for a number of areas from Epping Forest District Council, as well as implementing its own schemes.
Most recently, the Council has purchased premises at Buckingham Court for its offices and to hold its meetings. The move will enable the Council to build on the firm foundations it has already laid and to progress outstanding projects which it is keen to see completed.

Loughton Cemetery RSPB

Cemetery
Loughton Cemetery is in Church Lane, immediately adjacent to St. John's churchyard. It is a historical cemetery dating back to the late 1880's. Although there are no longer any grave spaces in which the Exclusive Right of Burial can be purchased, plots for the interment of cremated remains are available. Call the Town Council offices for further information.

Emergency planning

Kingsley Hall
Kingsley Hall is a small community hall situated in Kingsley Road, just off the Broadway in north Loughton. It is available for hire. For details of prices and availability call the Town Council offices.

Community and Youth Centre
The Murray Hall is a modern building fitted out to a high specification, purpose built as a community hall and with a congenial atmosphere. It is fully accessible to people with disabilities.
The building is available for hire for all sorts of different purposes - club nights and groups’ activities, meetings, classes, weddings and family celebrations, theatre performances, social occasions - the list is endless.
It can be hired on a one-off basis or for regular events.

Open Spaces
Roding Valley Recreation Ground :
Football pitches and changing rooms on the Roding Valley Recreation Ground, off Avondale Drive, are available for hire by the season or on a casual basis. To make a booking or check cost and availability phone the Town Council office.
Five tennis courts and two basketball practice goals are also available for free public use.

Willingale Road football pitches :
Five football pitches - three full size pitches, one junior pitch, a mini soccer pitch, and changing room facilities, are available for hire by the season or on a casual basis. To make a booking or check cost and availability phone the Town Council office.

Lady Whitaker's Mead

Kings Green and Standard Green, Hillyfields (which includes the Millennium Remembrance Grove), The Lindens.

The playgrounds at Traps Hill, Colebrook Lane, Oakwood Hill, Newman’s Lane, Hillyfields, Westall Road, Felstead Road and on the Roding Valley Recreation Ground.
