Loughton,
one of the largest town councils in Essex, is very active, providing a wide
range of services to the local community. Because of the imminent retirement of the current Town Clerk, we have the following vacancy:
TOWN CLERK
Full time post, 36 hours a week. Salary range LC4 starting from Spinal Column Points (SCP) 50 – £64,373 rising annually to SCP 54- £72,307 plus in addition (Inner Fringe London Weighting Allowance (IFLWA) -currently £1,045, depending on qualifications and experience.
The Town Council seeks an experienced and suitably qualified person (ideally CiLCA qualified) to fulfil this important and challenging role. The ideal candidate will be someone with a proven track record in management, administration, innovation and leadership, now seeking a high level role in local government.
Amongst a multitude or responsibilities and duties, the Town Clerk will
Ø act as the ‘Proper Officer’ for Loughton Town Council
Ø be the principal contact point for the majority of Town Council matters
Ø ‘clerk’ full Town Council and other Committee meetings
Ø communicate and liaise closely with twenty-two Loughton Town Councillors.
Ø manage sixteen full-time and part-time staff
Ø build robust working relationships with local community groups and external parties
Ø apply knowledge and principles of the local government framework (statutory, legal, financial) to the ‘day to day’ office workplace
Ø manage ongoing project work
Ø attend external meetings and functions and take the lead on arranging a number of high profile Town Council community events
