Loughton, one of the largest town councils in Essex, is a very active council that provides a wide range of services to the local community.  We currently have the following vacancies:

 

   

DEPUTY TOWN CLERK 

& RESPONSIBLE FINANCIAL OFFICER (RFO)

 

Full time post, 36 hours a week. Salary range to start at Spinal Column Points (SCP) 35 - currently £38,890 to SCP 38 £40,876 plus Inner Fringe London Weighting Allowance inclusive. (Currently £898).

Principal role to

  • Ø assist the Town Clerk for the corporate and performance management of the Council
  • Ø assume the position of RFO for Loughton Town Council
  • Ø be responsible for the management of the Town Council and staff in the absence of the Town Clerk
  • Ø prepare and monitor monthly and annual budgets and Year End Accounts
  • Ø construct relevant Committee agendas and attend meetings
  • Ø apply knowledge and principles of the local government framework (statutory, legal, financial) to the ‘day to                day’ office workplace
  • Ø manage ongoing project work
  • Ø assist at a number of high profile council events
  • Ø be ideally CiLCA qualified and/or with a recognised accountancy/ financial qualification

FINANCE & OFFICE ASSISTANT

Full time post, 36 hours a week. Salary starting at - Spinal Column Point (SCP) 6, currently £19,698 to SCP 7 £20,092 plus Inner Fringe London Weighting Allowance - currently £898.

Reporting directly to the Deputy Town Clerk & Responsible Financial Officer (RFO) and Community Manager, a varied and interesting role, principally to

· assist with the accurate and timely day-to-day administration and control of the Council’s finances including inputting of financial data onto the computerised accounts system

· ensure the timely collection and recording of all Council income

· use the sales ledger to prepare invoices for all Council services including the hire of community halls and football pitches and purchase ledger to record Council expenditure

· resolve any queries relating to sales or purchase invoices

· arrange approval for payment, issuing of cheques and associated accounting entries

· assist with the operation of the VAT account

· prepare financial reports and other information/advice

· assist bank reconciliations / maintaining financial folders to assist audit

· learn all aspects of Planning and Licensing to cover for the Planning and Licensing Clerk during times of leave including the occasional evening meeting

· cover general administration office duties, using PC for word processing and excel

· administer filing, photocopying, opening/franking post, maintaining records and reception duties, ordering and maintaining stationery/office supplies
